 specializes in initiating brand-new technology programs across international boundaries.  Prior to opening VITC, he worked for the U.S. Navy as a civil servant, deploying three times to Africa on maritime security partnership missions, serving as the Office of Naval Research’s (ONR) liaison to Latin America in Chile, and most recently opening ONR’s mission to Brazil.  He funded more than 150 grants to Latin American and African scientists researching such topics as oceanography and coastal science, quantum computing, bioluminescence, operational and environmental ocean modeling, ship tracking and sensor network technology, biofuels, marine genomics, brain-machine interfaces, modeling of poaching behavior, modeling of cracking in metals, use of plasmonic nanorods to perform as microsecond switches, and the creation of novel thin films.  Augustus also helped create the ECOWAS Coastal and Marine Resources Management Centre, South Africa’s Oceans and Coastal Information Management System (OCIMS), and the U.S. Navy’s Maritime Domain Awareness partnership platform, Seavision.  He received a PhD from the University of Southern California, where he studied marine population genetics, satellite ocean imaging, and the management and security implications of international fisheries, and BA in Biology from the University of Virgina.  Augustus served three years in Ghana for the U.S. Peace Corps as a science teacher and regional agent for Guinea Worm eradication, beyond working with local communities to build schools and educational infrastructure.
